2、drealizedonsecuritygrounds.Thisarticleexploresthepoliticaldangersthatlieinthisconnection,dangerswhichopenthedoortoafascistmobilizationinthenameofsecurity.Todosothearticlefirstasks:whathappenstoourunderstandingoffascismifweviewitthroughthelensofsecurity
3、?Butthenafarmoreinterestingquestionemerges:whathappenstoourunderstandingofsecurityifweviewitthroughthelensoffascism?Outofthesequestionsitissuggestedthatthecentralissuemightbelessaquestionof“securityandexclusion”andmuchmoreaquestionof“securityandextermi
4、nation.”Securitypresupposesexclusion.TakethepieceoflegislationpassedjustafewweeksaftertheattackontheWorldTradeCentre,calledtheUnitingandStrengtheningAmericabyProvidingAppropriateToolsRequiredtoInterceptandObstructTerrorismAct.Cominginatover340pagesandc
5、arryingtwenty-onelegalamendments,theActwassaidtobenecessaryandessentialtothenewsecurityprojectabouttobeunleashedontheworld.Itchangedcriminallawandimmigrationprocedurestoallowpeopletobeheldindefinitely,alteredintelligence-gatheringprocedurestoallowforth
6、emonitoringofpeople’sreadinghabitsthroughsurveillanceoflibraryandbookshoprecords,andintroducedmeasurestoallowforgreateraccesstoproperty,email,computers,andfinancialandeducationalrecords.ButiftheActisaboutsecurity,itisalsoimmediatelynotableforthewordyti
7、tle,designedfortheacronymitproduces:USAPATRIOT.Theimplicationisclear:thisisanActforAmericanpatriotism.Toopposeitisunpatriotic.ThePatriotActis,unsurprisingly,intimatelyconnectedtoideologicaltropesthathavebeenverymuchpartofthediscourseofsecuritymoregener
