3、st-warera..Theresultingpolicydebatehasbeencastintermsofaninevitabletradeoffbetweengreateremploymentbutatthesacrificeoflowerwagesontheonehand,versusthemaintenanceofwagesandlivingstandardsbutatthecostoflessemploymentontheother.Intermsofthisdebate,theAnglo-Americ
4、ansolutionhasbeentheformer,whilethecontinentalEuropeanshavechosenthelatter.ThepurposethethirteenarticlesofInnovation,IndustryEvolutionandEmploymentistosuggestthatthispolicydebatehasbeenmiscastThereisanalternative.Thisalternativeinvolvesstructuralchange,andinpa
