5、reviousevaluationofrollingstockequipmentfocusingonelectricallypoweredlocomotivetechnology.Twomajorassumptionsweredefinedearlyintheprocessinordertofocusonrealisticalternatives.Theassumptionswere:a)thatthecarsshouldbeofmulti-leveldesign,takingfulladvantageofexistingrailroadclearancesandincreasingsys

6、temcapacity;andb)thattheequipmentmustbedesignedandbuiltinaccordancewithallcurrentU.S.RulesandRegulationsandRecommendedIndustryPractices.JapaneseandEuropeanequipmentwereidentifiedandevaluated.WhileEuropeancountrieshaveadoptedmulti-levelEMUcarsforcommuterservices,theJapanesehaveconcentratedonapplyin
