2、s96/73/ECand2008/121/ECoftheEuropeanParliamentandoftheCouncil(TextwithEEArelevance)THEEUROPEANPARLIAMENTANDTHECOUNCILOFTHEtimes.Sincefurtheramendmentsaretobemade,thoseEUROPEANUNION,actsshouldbereplacedbyasinglelegalinstrument,intheinterestofclarity.HavingregardtotheTreatyontheFunctioningoftheEu

3、ropeanUnion,andinparticularArticle114thereof,(2)ThelegalactsoftheUnionontextilefibrenamesandrelatedlabellingandmarkingoffibrecompositionoftextileproductsareverytechnicalintheircontent,withdetailedprovisionsthatneedtobeadaptedregularly.InHavingregardtotheproposalfromtheEuropeanCommission,orderto

4、avoidtheneedforMemberStatestotransposethetechnicalamendmentsintonationallegislationandthusreducetheadministrativeburdenfornationalauthoritiesandinordertoallowforafasteradoptionHavingregardtotheopinionoftheEuropeanEconomicandofnewtextilefibrenamestobeusedsimultaneouslySocialCommittee(1),througho

5、uttheUnion,aregulationseemstobethemostappropriatelegalinstrumenttocarryoutthelegislativesimplification.Actinginaccordancewiththeordinarylegislativeprocedure(2),(3)InordertoeliminatepotentialobstaclestotheproperfunctioningoftheinternalmarketcausedbyMemberWhereas:States'divergingprovisionswithreg
