1、ResolutionsResolutionsrepresentthecommittee’sfinalattempttodrawtogethertheinterestsofmanycompetingnationsintoacomprehensivesolutionthatservestheinterestsofthecollectiveworldcommunity.Fromtheproceduralperspective,theresolutionistheformaldocumentuponwhichthecommitteewilltakeactionviatheamendme
2、ntandvotingprocesses.Aresolutionisacomplexdocumentthatfollowsastrictformat(seesampledraftresolutiononpage28)andreflectsthenegotiation,debate,andinnovativeproposalsthatthecommitteehasproduced.Beforearesolutioncanbeformallyintroducedintoacommittee,itmustreceivetheapprovaloftheDirector.TheDirec
3、torwillsignaresolutionifitdemonstratesanadequateunderstandingoftheissue,answersthequestionsposedintheBackgroundGuide,andhasawidebaseofsupport.Awellwrittenresolutionexhibitsthefollowingqualities:•Familiaritywiththeproblem:RelevantbackgroundinformationandpreviousUNactionsshouldbereferenced.Ina
4、ddition,agoodresolutionshouldkeepinmindtheactualpowerandinfluenceofthecommittee.Anambiguous,unenforceableresolutionisuseless.•Recognitionoftheissues.Attheveryleast,theresolutionshouldaddresstheideasinthe“QuestionsaResolutionMustAnswer”sectionoftheBackgroundGuide.•Concision.Everyclauseandphra
5、sehasapurpose.•Goodform.Anotherwisesoundresolutionmaysufferfromclumsygrammarorsloppyformat.Theheadingofaresolutionshouldincludethecommitteename,thelistofsignatories,andthetopicaddressedbytheresolution.Notethattherearenosponsorsofaresolution.Thebodyoftheresolutioniswrittenintheformatofalongse
6、ntence.•Theresolutionbeginswith“TheGeneralAssembly,”forallGAcommittees,andwith“TheEconomicandSocialCouncil,”forallECOSOCcommittees.TheRegionalBodiesandSpecializedAgenciescommitteesusetheirownnamesastheintroductoryline.Therestoftheresolutionconsistsofclauses,withthefirstwordofeachclauseunderl
