3、algovernmentsoperate.Youwouldreadthatthelandusedecisionmakingprocessisusuallyaconflictbetweendeep-pocketeddeveloperswhousecampaigncontributionstoelectpro-growthpoliticiansandaffluenthomeownerswhousetheirampleresourcestoresistchangethatmightnegativelyaffecttheirpropertyvalues
4、.Landuse“planning”–neveragreatsuccesstobeginwith–haslargelybeendisplacedbythe“fiscalization”oflanduse,inwhichlandusedecisionsarebasedprimarilyonaproposedlanduse’santicipatedcontributionto(ordrainupon)amunicipality’srevenues.Publicschoolsinsuburbanareashaveessentiallybeenpriv
5、atizedduetoexclusionaryzoningpractices,andthusplacedofflimitstotheurbanpoor,whereaspublicschoolsincitieshavebeenplunderedbyravenousteachers’unions.Theorganizationoflocalgovernments,onthesurfaceamerelytechnicalmatter,hasfallenvictimtoasimilarpatternofwhatpublicchoicescholarsc
6、all“rent-seeking.”Citieslooktoannexneighboringunincorporatedareasinordertogobbleuptheirtaxbase,whileaffluentsmallareasincorporateinordertoresisttheredistributionofwealthtopoorerneighborhoodsandpreventunwantedlandusesitings.Metropolitanregionshavebeenfragmentedintodozensoflit
