3、algovernmentsubsidizedconstructionoftheCentralArizonaProject(CAP)toimportwaterfromtheColoradoRiver.Inexchangeforthesubsidy,Arizonareformeditsgroundwaterlawtoeliminatecommon-propertypumpingandtobangroundwaterminingaftertheyear2025.Webuildamodelofwaterresourcede

4、velopmentinwhichimportedwaterisacapacityconstrainedbackstop.ThemodelisappliedtoquantifythewelfareeffectsofalternativeCAPconstructiondatesandArizonagroundwaterlaws.Wereachtwogeneralconclusions.First,CAPwascompleted86yearstooearly,in1987,atadeadweightlossof$2.61
