2、Angeles,CA90024,USAAbstractThispaperpresentsafeedbackcontrolalgorithmforATMcongestioncontrolinwhichABRsourceratesarethrottledaccordingtoVCqueuelevelsatintermediatenodesalongthepath.Thegoalistofillintheresidualbandwidth,withoutexceedingaspecifiedqueuethreshold.In

3、ordertoobtainthis,weproposeasimpleandclassicalproportionalcontroller,plusaSmithPredictortoovercomeinstabilitiesduetolargepropagationdelays.Asaresult,eachqueuebehavesasasimplefirst-orderdynamicsystemwithadelayincascade.Thedelayisoutofthefeedbackloop,andtherefored

4、oesnotaffectstabilitity.Moreover,sincethesystemdynamicisafirst-orderone,itisnotonlystablebutitdoesnotevenhavedampedoscillations.Weshowthatthisrate-,basedcontrolschemecanactuallybeinterpretedasatypeofanendtoendcreditscheme.Finally,weproposeaneffectiveEPRCAimpleme
