2、ators(KPIs)forMECLwasdividedintotwoPhases.ThePhaseIReportwasfilledwithIRACinFebruaryof2006.PhaseIPhaseIcontainedfindingsofanextensiveliteraturereviewwhichidentifiedanddiscussedbestpracticesrelatingtothefollowingareas:ReliabilityandQualityofPowerDeliveredCustomerServiceQuality(

3、CSQ)EfficiencyinOperations/AssetManagementAppropriateEnergyEfficiencyandDSMWorkforce(IncludingHealthandSafety)SustainabilityFinancialPerformanceatReasonableRatesPhaseIalsocontained25DraftKPIsproposedbyMECLPhaseIidentifiedthethreestepsofequalimportanceforestablishingtheKPIproce

4、ssas:1)Definingwhattomeasure.2)Defininghowtomeasureit,and3)Decidinghowtopresenttheinformation.PhaseIconcentratedonidentifyingwhattomeasure,withsecondaryemphasisonhowtomeasureit.Apreliminaryinvestigationwasundertakentoidentifyandevaluatepresentationsoftware,butthemajorityofthis

5、researchwasdeferredtoPhaseII.PhaseIITheearlyemphasisinPhaseIIwastoidentifyandevaluatesoftwarethatwouldprovidethedetailandflexibilityrequiredtopresentthefindingsclearly.InmidJuly,2006,adashboardreportingproductcalledCrystalXcelsiuswasidentified.DuringthefollowingtwomonthperiodM

6、ECLevaluatedademonstrationversionofthesoftwareanddeterminedthatitwassuperiortoanyotherproduct“viewedtodate”.MECLacquiredtheproductinlateSeptemberafterwhichitsstaffutilizedtheweb-basedself-trainingmodules,toacquireskillsnecessarytooffervariousoptionsforthepresentationofKPIinfor

7、mation.ThePhaseIIinvestigationincludesaliteraturereviewandresearchrelatingtobenchmarkdata,andavailable“hardnumbers”forthereliabilityandfinancialperformanceofotherutilities.AlthoughitisrecognizedthatthemajorityofKPIreportingwillbeperiod-over-periodperformanceofMECL,itisimportan
