1、RobertJervisTheRemakingofaUnipolarWorldCommonsenseandmostacademicthinkingarguethatahegemon’sprimeobjectiveshouldseektomaintaintheprevailinginternationalsystem,butthatisnottheworldinwhichwelivetoday.Measuredinanyconceiv-ableway,theUnitedStateshasagreatershareofworldpowert
2、hananyothercountryinhistory.Whetheritisreferredtoastheworldleaderbythosewhoapproveofitspoliciesoranempirebythosewhoopposethem,itisahegemonintoday’sunipolarworldorder.TheironyisthatWashingtonseekstochangetherulesofthatorder.Why?Positionedatthetopofthehierarchy,thehegemons
3、houldwanttomain-tainandsolidifyit.Eventhoughitmayhavetopayadisproportionateshareofthecosts,includingheavyUNduesandahighdefensebudget,suchbur-densaredifficulttoshirkandrepresentasmallpricetopayfortheinterna-tionalorderthatprovidesthehegemonwithsomanybenefits.Otherstatesma
4、yappeartogetabetterdealbyprosperingwithintheinternationalsys-temwithouthavingtopaythehighprice;westernEurope,forexample,canfreerideonU.S.effortsinmanysphereswhilestillcomplainingaboutU.S.dominance.Yet,enormousU.S.powerbringsunprecedentedbenefits,rang-ingfromthekeyroleoft
5、heU.S.dollarinworldfinancetothecentralityoftheEnglishlanguagethroughouttheworldtoWashington’sabilitytoblockmostpoliticalinitiativesthatwouldbringitharm.Thecurrentinternationalsystem,althoughnotnecessarilyperfect,iscer-tainlysatisfactory,partlybecausetheUnitedStateshaspla
