2、atePartnerships(PPPs)inbothPartnerships(PPPs).Thepapercontributestotherelatedindustrialisedandemergingeconomieshasliteratureataconceptuallevelbyshowinghowthreeincreasedsignificantly(WorldBank2008).Whilethecontrolarchetypes,namelymarket,bureaucraticandPPPconceptgoesbackmanydecades,itcameintoc
3、lan,inconjunctionwithtwocontrolstrategies,namelycurrencyinmanypartsoftheworldinthe1990s(deperformanceevaluationandtrust-basedstrategies,couldBettigniesandRoss2004).Ingeneral,PPPsareusedbeusedbypublicpartnerstominimiserelationalandtoprovideinfrastructureinservicessuchashealth,performancerisk
4、,therebyachievingvalueformoney.education,prisons,roads,electricityandwater,whichPractitionerscouldalsousethelinkagesidentifiedinthisaretraditionallyseenastheresponsibilityofthepublicpapertodevelopmanagementcontrolsystemsforPPPs.sector.APPPisatypeofinter-organisationalrelationship(IOR)builton
5、thefoundationofnewpublicmanage-mentwiththeobjectiveofincreasingtheefficiency,qualityandcompetitivenessofpublicsectorserviceswhilesolvingmacroeconomicproblems(Lane2000).ThemainobjectiveofPPPsistoachievevalueformoney(VFM)(BroadbentandLaughlin2003;Froud2003)whichconcerns(andmeasures)thecostsavi
6、ngstothegovernmentachievedthroughharnessingtheeconomiesoftheprivatesector(BingandAkintoye2003:4).APPP,asaformofbusinessorganisation,enablesgovernmentstoinviteaprivatesectorpartnertoparticipateinthedeliveryofpublicinfrastructure.Itisbasedonaconcessionairecontractbetweenagovernmententityandap
7、rivatesectorpartnerthatmaylast25yearsormore(Broadbentetal.2008).Theprivatepartnerscontributionmayincludefinancing,designing,building,operating,maintenanceandmanagingservicesforpublicinfrastructure.AlthoughthephasesinthelifecycleofPPPsdifferacrossprojects,
