2、adoptedfortheoutsourcingofgovernmentinformationtechnology(IT)servicesand,subsequently,includesthemarkettestingapproachadoptedfortheoutsourcingofbothITandcorporateservices.TheframeworkforanalysishasbeenbasedontheoriesofprivatisationdevelopedbyFeigenbaum,HenigandHamnett(1999).Thisfr

3、ameworkoffersinsightsintothegoalsandstrategiesemployedbycommonwealthgovernmentthatunderpintheirapproachestosourcingofservicesfortheirpublicsector.Thearticleconcludesbydiscussingsomeoftheunresolvedissuesassociatedwiththefailureofgovernmenttoformallyevaluatetheimpactoftheiroutsourci

4、ngpolicies.The1980sand1990ssawaperiodofmajoroutsourcing,focusinginitiallyonITintensificationofpublicsectorreform,outsourcingandthenincorporatingtheespeciallyatcommonwealthgovernmentlevel,subsequentmarkettestingregimecurrentlyinAustralia.Whiletherewerepoliticalagendasemployedtosour
