2、dministrativeRegions(SARs)havecontinuedtodevelopsincetheyreturnedtoChinesesovereignty.TheEUhasastronginterestinthecontinuedautonomyandfreedomsenjoyedbythetwoSARs,andsupportsearlyandsubstantialprogresstowardsuniversalsuffrage.TheCommissionhasissuedannualreportsontheconstitutional,poli

3、tical,trade,economicandbilateraldevelopmentsinthetwoSARsandwillcontinuetodoso.Relationsareaboveallpracticalandbasedonmutualinterest.Thereissubstantialandgrowingcooperation,bothdirectandindirect,asHongKongandMacaocontinuetoprovideaplatformfordeepeningcooperationwithmainlandChina.TheEU

4、shouldcontinuetobuildonthestrongbaseofexistingcooperationanddialogue.ThereshouldbearegularstructureddialoguebetweentheCommissionandtheHongKongSARonmattersunderitscompetence,andtheannualJointCommitteemeetingsbetweentheCommissionandtheMacaoSARshouldcontinue.Followingagreementofanewfina

5、ncinginstrumentforindustrialisedcountries,thereshouldbeareviewandnewagendaforcooperationbetweenthetwosides.ThisCommunicationsetsanumberofchallengingobjectivesformovingforwardcooperationinsevenkeyareas:tradeandcustoms;finance;people-to-peoplelinks(includingacademia);transport;theenvir

6、onment;health;andfoodsafety.THEEUROPEANUNION,HONGKONGANDMACAO:POSSIBILITIESFORCOOPERATION2007-2013TheCommission’spolicytowardstheHongKongSpecialAdministrativeRegion(SAR)wassetoutina1997CommunicationtotheEuropeanCouncil.ThatCommunication,whichwasissuedinthecontextofHongKong’shandovert

7、oChinesesovereignty,underlinedtheimportanceofsmoothimplementationofthe‘onecountry,twosystems’principleandsetoutwaysinwhichtheEUcouldcontributetoHongKong’spoliticalandeconomicdevelopment.TheCommissionhassinceissuedannualreportsondevelopmentsintheHongKongSAR,mostrecentlywiththeeighthan
