2、eAsia-Pacific(Danielsetal.,2005;Hutton,2001,2004).Tothisliterature,thisvolumebringsaparticularfocusontheroleofpublicpolicies(governmentalandcivil)atavarietyofscalesandtheirgeographicaloutcomesatbothnationalandurbanlevels.ThevalueofserviceindustriestotheAsia-Paci
3、ficeconomiesisoftenunderrated;manufacturingstillattractsmostofthepoliticalandadministrativeenergywhenitcomes,forexample,todesigningtax,tradeandsupportpolicies(apec,2002).howeverthereareclearsignsthatthingsarechanging.thisrelativeinattentionhasnotcausedtheservice
4、sectortostagnate,thoughithasprobablyunderminedthesector’sabilitytofulfilitspotentialtodelivertheeconomicbenefitsthatitmight.althoughindustrializationwasthedominantdevelopmentparadigmamongstmanyAsia-Pacificnationsformuchofthesecondhalfofthetwentiethcentury,during
5、the1990sandatthebeginningofthetwenty-firstcenturyserviceshavebecomemoredeeplyembeddedintheregion’seconomicgrowthandstructuralchange.rapidtertiarizationisfundamentallyrestructuringnationalandregionaleconomies,especiallyintheregion’smajorcities(danielsetal.,2005;d
6、ouglas,2002;olds,2001;hutton2001).inShanghai,forexample,service-producingindustrieshavegrownrapidlyand,althoughstillsomewaybehindcomparablecitiesineuropeornorthamerica,accountedforsome51percentofitstotaleconomyin2005(comparedto40percentforchinaasawhole)(ChinaDai
7、ly,2006).thereisanincreasingrecognitionoftheimportanceofservices,inpartbecausetheyhavebecomeincreasinglyinterconnectedwiththegoodssectorsasawayofenablingthelattertoremaincompetitive(harringtonanddaniels,2006).activitiessuchasfinance,business,information,andcreat
8、iveserviceshavebecome‘adefiningfeatureofanewdevelopmentaltrajectorywithstrategiclinkagestolargerprocessesofchange’(hutton,2005,54).itisnowacceptedthatservicesplayacri
