3、lthBenefitExchangesthroughwhichindividualscanpurchasecoverage,withpremiumandcost-tocoveragesharingcreditsavailabletoindividuals/familieswithincomebetween133-400%ofthefederalpovertylevel(thepovertylevelis$18,310forafamilyofthreein2009)andcreateseparateE
4、xchangesthroughwhichsmallbusinessescanpurchasecoverage.RequireemployerstopaypenaltiesforemployeeswhoreceivetaxcreditsforhealthinsurancethroughanExchange,withexceptionsforsmallemployers.ImposenewregulationsonhealthplansintheExchangesandintheindividualan
5、dsmallgroupmarkets.ExpandMedicaidto133%ofthefederalpovertylevel.IndIvIdualMandateRequirement•RequireU.S.citizensandlegalresidentstohavequalifyinghealthcoverage.Thosewithoutcoveragetohavecoveragepayataxpenaltyofthegreaterof$695peryearuptoamaximumofthree
6、timesthatamount($2,085)perfamilyor2.5%ofhouseholdincome.Thepenaltywillbephased-inaccordingtothefollowingschedule:$95in2014,$325in2015,and$695in2016fortheflatfeeor1.0%oftaxableincomein2014,2.0%oftaxableincomein2015,and2.5%oftaxableincomein2016.Beginning
7、after2016,thepenaltywillbeincreasedannuallybythecost-of-livingadjustment.Exemptionswillbegrantedforfinancialhardship,religiousobjections,AmericanIndians,thosewithoutcoverageforlessthanthreemonths,undocumentedimmigrants,incarceratedindividuals,thoseforw
8、homthelowestcostplanoptionexceeds8%ofanindividual’sincome,andthosewithincomesbelowthetaxfilingthreshold(in2009thethresholdfortaxpayersunderage65was$9,350forsinglesand$18,700forcouples).eMplOyeRRequIReMentsRequirement•Assessemployerswith
