2、¡PEPA)asafocalpoint,thisarticleaimstodeterminethecurrentstateandfutureprospectsofPhilippinetradepolicy.Utilizingamulti-levelapproach,themotivesandactionsofthePhilippinesareanalysedwithinthebroaderhistoricalandsocio-politicalframeworkofthecountry'stradepolicy.fPEPAwasinitiatedbyTokyoa

3、ndforbothfapanandthePhilippinesitservedimportantforeignpolicygoals,althoughtheeconomicbenefitsforthelatterwerealsosubstantial.TheanalysisshowsthatpoliticalinstitutionsinthePhilippinesdonotexertmuchinfiuenceontradepolicyoutcomes,themajorexceptionbeingtheofficeofthePresident.Domesticin

4、terestsarefarmoreimportantforPhilippinetradepolicy.TheanalysisindicatesthattradeliberalizationhashardlyeverbeenanissueinPhilippinepolitics,exceptinrarecaseswhenitcametobeforegroundedbyacombinationofincidentaldomesticpoliticalprocessesandinitiativesofforeignpowerssuchasJapanorregional
