2、orlessthan10percentoftheglobalmarketfortheoffshoringandoutsourcingofservices,whichreachedmorethan$60billionin2007.Whiletheindustryhasexpandedrapidlyinrecentyears,itisnotgrowingquicklyenoughtoachieveChina’saspirationofbecomingaleadingglobaloffshoringandoutsourcingdestination.M

3、cKinseyresearch—includingasurveyof75leadingdomesticsoftwareandITservicesfirmsin14citiesacrossChina,aswellasinterviewswithofficialsatChinesegovernmentagenciesandmanagersatChineseservices-outsourcingparks—identifiesseveralchallengessuchasthelackoflarge-scalefirmsandseveretalent

4、shortagesthat,ifleftunaddressed,couldpreventtheindustryfromrealizingitsfullpotential.Ourstudysuggeststhatdomesticprovidersshouldsubstantiallyincreasetheirscalebymovingintohighervalue-addedservicessuchasR&DandexpandingtheirglobalfootprintthroughM&A.Atthesametime,buildingonrece

5、nteffortstofacilitatethedevelopmentofthesector,thegovernmentcouldcollaboratemoreextensivelywithserviceprovidersandcompaniesinthepromotionofanumberofindustry“growthengines.”GlobalserviceprovidersalsohaveanopportunitytosubstantiallyrampuptheirpresenceinChina,whileplayingtheirpa

7、eyofChinesesoftwareandITservicesfirmsshowsthatwhiletheindustryasawholeisstillrelativelyfragmented,individualfirmsaregettingbigger:thenumberofcompaniesparticipatinginoursurveywithmorethan50millionrenminbiinannualrevenuesincreasedfrom46percentin2005to58percentin2008.38percentof

8、companieshadmorethan1000full-timeemployeesin2008,upfrom8percentin200
