4、einstitutions–andtodecidetheconflictsbetweenthedifferentpoliticalunits.Suchdispersiondoesnotexcludetheideaofaglobalstate.Theideaofglobalinstitutionsisnotsurprising,forstatesprivilegetheinterestsoftheircompatriots,andthere-foretheywillnotbeable,contrarilytoglobalinstitutions,todist

5、ributeeconomicgoodsamongglobalcitizenswithfairnessandimpartiality.Theideaofaworldstateismoreunexpected,mainlybecausehistheoryofdispersionofsovereigntytriestoovercometheWestphalianinternationalorder.Inthisorder,amongothercharacteristics,theworldisdividedintosovereignstates,whichdon
