4、blicofChina"legislativelaw"and"thePeople'sRepublicofChinalocalpeople'scongressesandlocalpeople'sgovernmentorganizationlaw",combinedwiththeactualcity,theenactmentofthisordinance.Thesecondmunicipalpeople'sCongressanditsStandingCommitteetoformulate,amendandabolishlocalregulationsa
5、ndrelatedactivities,applicationofthisordinance.Thirdtheformulationoflocalregulationsshouldbebasedonthespecificsituationofthecityandtheactualneeds,notwiththeconstitution,laws,administrativeregulationsandthelocalregulationsconflict.Localregulationsstipulatedinarticlefourthofthesp
6、ecialmajormattersoftheadoptedbytheMunicipalPeople'sCongress;duringtheadjournmentoftheMunicipalPeople'sCongress,theStandingCommitteeoftheMunicipalPeople'sCongresstolocalregulationsoftheMunicipalPeople'sCongressandamend,butisnotthebasicprinciplewiththelocalregulationsconflict.Fif
