6、eunityanddignityofthesocialistlegalsystem,shallnotcontravenetheconstitution,lawsandadministrativeregulations.Fourththeformulationoflocalregulations,shouldbescientificallyandrationallydefinepowerandresponsibilityrightsofcitizens,legalpersonsandotherorganizations,stateorgansa
