4、eedtobetackledthereareanumberofsocialconcernsthatrequirespecialconcern.ItisimportantforpolicymakerstoseeInternetuseasasocialaswellasatechnicalphenomenon.InthispaperweexaminehowsocialconcernssuchastrustanddigitaldemocracypertainalllevelsofInternetpolicy,posingdilemmasandinfluenc
5、ingtheconstructionofaneffectiveandsociallyresponsiblestrategyfortheInternet.1.INTRODUCTIONPolicyimplementationforInternetandelectroniccommerceisacomplexprocesssincepolicymakers,nationalgovernmentsintheirmajority,havetoactinafastchangingenvironmentwhereinternationalco-operationi
6、simperativewhilealsodealingwithspecialnationaldemands(PapazafeiropoulouandPouloudi2000).Oneoftheareasthatpolicymakershavetotackleisdealingwithbarriershavebeenreportedintheadoptionofnetworktechnologiestoday.Thesebarriersaremostlyderivedfromfactorssuchaslackofawarenessabouttheopp
7、ortunitiesofferedbyelectroniccommerceaswellaslackoftrusttonetworksecurity.Additionallythecurrentlegislativeframework,drawnbeforetheadventoftheInternet,isperceivedasoutdated,thusimpedingtheexpansionofon-linetransactions.Astheneedforappropriatepolicymeasuresthatsupporttheinformat
