4、ameworksandstandardization)challengesthatneedtobetackledthereareanumberofsocialconcernsthatrequirespecialconcern.ItisimportantforpolicymakerstoseeInternetuseasasocialaswellasatechnicalphenomenon.Inthispaperweexaminehowsocialconcernssuchastrustanddigitaldemocracype
5、rtainalllevelsofInternetpolicy,posingdilemmasandinfluencingtheconstructionofaneffectiveandsociallyresponsiblestrategyfortheInternet.1.INTRODUCTIONPolicyimplementationforInternetandelectroniccommerceisacomplexprocesssincepolicymakers,nationalgovernmentsintheirmajor
6、ity,havetoactinafastchangingenvironmentwhereinternationalco-operationisimperativewhilealsodealingwithspecialnationaldemands(PapazafeiropoulouandPouloudi2000).Oneoftheareasthatpolicymakershavetotackleisdealingwithbarriershavebeenreportedintheadoptionofnetworktechno
7、logiestoday.Thesebarriersaremostlyderivedfromfactorssuchaslackofawarenessabouttheopportunitiesofferedbyelectroniccommerceaswellaslackoftrusttonetworksecurity.Additionallythecurrentlegislativeframework,drawnbeforetheadventoftheInternet,isperceivedasoutdated,thusimp
