1、摘要扶贫开发工作一直都是我国党和国家开展治理工作的重点，自2013年习近平总书记提出“精准扶贫”这一理念开始，扶助贫困人群的工作大步迈入新的阶段。精准扶贫的主要施行区域是我国广大尚未脱贫的农村地区，理解和执行关键在于“精准”二字，简单来说就是在识别谁是贫困户的环节要精准识别，在帮扶具体贫困农户人家的环节要精准对待，在帮扶过后的监督回访环节要精准善后。随着中国特色社会主义进入新时代，我国国家发展有了新定位，治理贫困也应该与时俱进，充分考虑到当前农村地区贫困人群的实际情况。本文从河北省农村地区的贫困农村和贫困农户的角度出发，基于河北省是人口大省，截止到
2、2017年全省仍有310万农村贫困人口，7366个贫困村和62个贫困县的现状，采用了文献研究法和历史与逻辑相结合等方法，在合作型反贫困理念的理论指导下分析了目前河北省农村地区精准扶贫工作开展的问题和对应的原因，并建设性地提出了引入社会保障措施治理贫困、建立产业扶贫机制、建立农村大数据平台，加强贫困户的信息化管理和京津冀协作扶贫等扶贫开发工作对策建议，希望能为河北省农村减少贫困人口贡献出自己的绵薄之力。关键词：精准扶贫；扶贫政策；反贫困；河北省扶贫AbstractTheworkofpovertyalleviationanddevelopmenthas
