2、突出，成为影响社会稳定的重要因素，对构建和谐社会十分不利。为缓解住房难，保障人的基本居住权，国家陆续出台住房保障政策，开始大规模建设保障性住房。住房保障制度应涵盖廉租房、经济适用房及住房公积金三个方面制度。由于起步晚，发展慢，仍然很不成熟，使得住房保障制度没有发挥其应有的作用，应完善财税金融配套政策来促进住房保障制度的实施。本文分析了住房保障制度存在的问题，并提出了相关措施。关键词：居住权；保障制度；问题；对策AbstractAbstractThehousingisthesurvivalofthehumanclothing,food,shelter,andother

5、ngandhousingaccumulationfundsysteminthreeaspects.Thecurrenthousingsecuritysystemtosolvethehousingproblemsoflow-incomefamilieshasplayedalargerrole,butbecausestartlate,progressisslow,isstillnotmature,therearemoreproblems,thehousingsecuritydidnotplayitsduerole,toacertainextentevenworsenex
