1、对我国保障性住房的建设和运行机制研究摘要住房是人类赖以生存的衣、食、住、行等基本生活耍素之一。逑国以来我国的住房建设和住房改革取得了重大成就。但是近年来随着土地资源的口益紧缺，城市房价的不断上涨，城市中低收入群体面临着住房难的问题。就是在这一背景下，我国陆续完善住房保障政策，幵始大规模建设保障性住房。为实现社会公平，政府必须采取有效措施帮助中低收入阶层解决住房问题。我国目前初步形成了现行的住房保障制度，主耍包括廉租房、经济适用房及住房公积金制度三个方面。现行的住房保障制度对解决屮低收入家庭的住房问题起到了较大的作用，但是由于起步晚，发展慢，仍然很不成熟，存在着较多问题，使得住房保障没冇

2、发挥其应冇的作用，在一定程度上甚至恶化子现存的住房难问题。尤其是在财政金融领域，没有相应的配套政策来促进住房保障制度的实施。因此如何结合我国的实际情况，构建一个适合W情的和对完善的住房保障体系，是当前急待解决的一个重大问题。关键词：问题；住房保障；制度ResearchonChinasurbanhousingsecuritysystemABSTRACTThehousingisthesurvivalofthehumanclothing，food，shelter，andotherbasicelementsoflife.SincethefoundingofnewChina’shousingco
