1、中国基本养老保险全国统筹的制约因素和实现方式于两姜我国的基本养老保险经历了几次大的变革，由50年代的在中华总工会领导下的国家统筹，到文化大革命后的企业统筹，再到现在确立了“统账结合’’省级统筹制度。走过60多年的风风雨雨，基本养老保险体制不断地修改完善，到目前，这个制度还是有一定的缺陷。其中最为主要的问题就是养老保险统筹层次过低，不能体现养老保险互助互济，分担风险的功能。本文首先梳理了基本养老保险制度的发展历程，并对养老保险统筹的相关概念做了界定；其次通过对基金使用率、安全性、风险分担等角度讨论了全国统筹的意义：建立养老保险全国统筹

2、制度是维护社会稳定的需要；建立养老保险全国统筹制度是维系社会公平的需要；建立养老保险全国统筹有利于加快实现社会保障战略目标的步伐；建立养老保险全国统筹有利于养老保险基金的合理利用。紧接着利益分化因素，现有制度缺陷因素两大方面的因素分析了养老保险全国统筹的障碍；养老保险全国统筹的顺利实施，必须要有可行的条件支持，本文从财政支持、中央与地方政府的关系及技术角度论证了实施全国统筹的可行性，并说明了在养老保险全国统筹政策的制定中，一定要把握公平、互济、强制性的原则。最后，论文提出了养老保险全国统筹的实施路径以及相关措施。关键词：基本养老保险
