1、内容摘要本文将对我国环境执法的概念、原则加以说明；对国外如何加强环境执法_Y-作做出概述，对我国环境执法的现状加以说明，由对比分析提出我国环境执法工作可借鉴国外环境执法经验的地方；对加强环境执法的必要性加以论述；提出当前环境执法的难点及对策；本文将提出实际环境执法中三个热f_】讨论的难点问题：一、对连续状态的环境违法行为如何处罚，二、对娱乐场所产生噪声的执法处理，三、环境执法中对“没收违法所得和非法财务”的行政处罚应如何实施，文中将对如上三个问题加以重点论述；当前立法有缺陷、需探讨解决的两个问题：一、环境噪声污染防治立法存在
