2、了南辕北辙的负效应：入额比例设计的封闭化、入额指标的福利化、改革节奏运动化问题。此外，因其带来的人员流失迅速加剧、办案压力大幅上升、司法改革可能异化等的现象而顺利入围各界关注的焦点，从而引发了各界对法官员额制运行与否以及如何运行的深思。这就需要通过员额制目标失灵以及运行不畅的表象，对员额制改革理论基础和制度设计的合理性与否的深层次问题加以研究。透过法官员额制改革的背景以及法官员额制改革的负效应表现与影响的研究，分析法官员额制改革负效应的原因，从而找出有效地应对改革负效应的治理对策。关键词：员额制司法改革负效应IAbstractJudgepersonnelsystemisanimportant
