2、法官队伍的精英化，建立区别于普通公务员的规范管理机制。法官队伍“员额”的限制在一定程度上意味着相当范围既得利益的丧失。因此，在该制度实施的诸多试点中，法院将大量目光投向了法官员额的数量上。然而，过分的追求数量，不可避免的会失去该制度的科学性。因为该制度不仅包含表面层次的法院员额数量，还要包括法官员额的数量如何确定，以及未入额人员的去向以及法院人员的管理机制等诸多问题。同时伴随现代民主法治的发展，对法官职业专业化要求更高，必须对法官职业进行重新解构与塑造；回望现实，国内尚未制定明确细致的法官员额制度，这种模糊性将对我国的司法实践极其不利。因此，在推进法官管理机制改革

3、的过程中要找基础，抓重点；深入探究法官员额比例，完善法官选任机制，健全法官职业保障体系及其配套制度的运行；通过构建以法官为本位的职业角色以及规范管理法官队伍等诸多方面着手，推进法官员额制的改革与发展。关键词：员额制；司法独立；法官职业化IAbstractInmodernsociety,thejudiciaryhasbecomethemainchannelforresolvingsocialconflictsandensuringtheimplementationoflaws.AsHayeksaid,"fortherealizationofjustice,thequ
