1、河北省警察擒拿格斗培训体系现状发对镱I奸究中文摘要针对“如何减少警察伤亡”这一问题，公安部门自1996年以来，相继出台了一系列有关擒拿格斗培iJiI的文件及政策，加强了擒拿格斗培训体系的建设。2001年实旌了《人民警察训练条令》，2004年开展“大练兵”活动，2006年开展“三基建设”活动。这些活动中明确提出了，加强擒拿格斗培训体系建设和强化警察擒敌自卫技能培训的要求。各级公安部门也相继出台了系列落实措施。但是，近年来警察的伤亡数字仍居高不下，“斗不过、打不赢”的现象仍然存在。公安部新闻发言人武和平曾指出：不完善的警察擒拿格斗培渊体系是造成流血牺牲事件屡屡发生的一个
