1、华中师范大学硕士学位论文论合理建构农民失业保障机制姓名：王亚力申请学位级别：硕士专业：政治学理论指导教师：徐勇20071001中文摘要三农问题的核心是农民问题，农民问题的核心是土地问题，土地和农民的依附关系一旦发生分离，农民失业不可避免。中国的农民人口基数大，中国的工业化进程单一，导致解决农民失业问题难度加大。而大量的失业农民给社会和经济造成很大的影响，农民失业问题的核心是就业出路。中国的农民失业有两种类型：自愿性失业和非自愿失业，失业的原因主要是制度构建的缺陷，其次是信息不对称。现有农民失业保障制度基本上是空白

2、的，农民失业后靠家庭保障，而家庭的保障功能正在弱化，农民自生自灭的状况令人担忧，构建农民失业的保障制度非常必要。农民失业保障机制构建包括失业预防、失业补救和失业保险三个部分．失业预防主要包括四项即缩小征地范围、控制人口数量、土地调整、高效利用和失业预警及失业警戒。失业补救包括征地款补偿移弓I导失业农民重新就业。失业保险主要是基本生活、养老、医疗保障，另外把农民工权益及留守儿童教育保障作为失业保险制度的延伸。上述构建制度的运行离不开三个力量，那就是法律的先导、政府的主持和社区合作组织的搭桥。通过建立健全农民失业保障
