1、广西大学硕士学位论文论我国金融监管创新姓名：范祚军申请学位级别：硕士专业：金融学指导教师：张辉2003.5.1摘要r我们知道，发展是金融业的主题，创新是金融业发展的灵魂，金融创新将成为二十一世纪金融业发展的主旋律。但是，金融创新将给金融监管工作提出很多新的课题。金融创新在促进金融发展的同时，必将对现行金融监管方式、方法和金融监管体制提出挑战，增加金融监管的难度，甚至使原来的金融监管制度与措施失效。在这种情况下，金融监管创新已是必然的基手上述观文就我国金融监管创新问题进行了探讨。全文分为四个部分：在前言部分中，就论文的选题意义、研究方法、结构安排和主要观点进行了阐述，并在

2、全面分析二十一世纪金融创新发展趋势的基础上，指出金融监管创新已是必然选择；在第一章中，通过对金融监管创新的理论基础进行系统阐述，指出金融监管创新是金融发展过程上的自然选择，这在国内尚属首次；在第二章中，首先对我国的金融监管总体进行了评价，肯定成绩，剖析问题，然后针对分业监管中所存在的问题，结合国际金融监管的最新发展趋势，依据最新的金融监管理论，围绕建立综合性统一的金融监管机构，实施功能性监管这一主线，提出了金融监管创新的思想；在第三章中就我国金融监管组织体系创新、金融监管司法体系创新、金融监管方式、方法创新进行了具体阐述。关键词金融监管，功能性监管体制创新司法创新方法创
