1、湖南农业大学硕士学位论文湖南高等教育经费来源结构研究姓名：任修霞申请学位级别：硕士专业：高等教育学指导教师：应若平20070501中文摘要随着我国经济的发展，民众对高等教育的需求急剧增加，高等教育从以往的“精英教育”转向“大众教育”，高等教育经费短缺问题日益严重，并成为阻碍高等教育发展的瓶颈。近年来，尽管我国高等教育经费来源总量逐年增加，但高等教育经费有限的增长，仍然没有从根本上解决这一难题。目前，我国在高等教育经费来源结构上，多元化的目标尚未真正实现，并呈现出财政预算内教育经费比例逐年下降，学杂费比例逐年上升的趋势，而且不同高等学校在教育经费来源结构上存在较大差异。高等教育经费来源结构不

2、合理已成为我国高等教育投资所面临的突出问题。‘根据教育经济学理论，合理的教育经费来源结构，对教育投资规模的控制和投资效益的提高具有很大影响，并能在很大程度上缓解高等教育经费危机。基于此，本文分别从高等教育经费来源结构的变化以及不同高等学校教育经费来源结构的差异两个大的方面对湖南高等教育经费来源结构展开研究。论文首先从中央与地方教育经费的构成、财政性与非财政性教育经费的构成、预算内与预算外教育经费的构成等方面，描述了湖南高等教育经费来源结构变化的基本状况，并对变化的影响因素进行分析。其次，按高等学校的不同地区、不同层次以及不同财政录属关系三个方面分别对湖南不同高等学校教育经费来源结构进行比较
