2、EABSTRACTWaterresourceistheimportantmaterialbaseofhumansurvivalandsocialeconomicdevelopment.WaterresourceofChinaisfacingaseveresituationthatwatersupplyanddemandsituationistightandthewaterpollutionisontherise,thelackofwaterresourcehasalreadybeentheoutstandingproblemwhi
3、chrestrictingtheeconomicandsocialsustainabledevelopment.AlthoughThelackofwaterresourcehasitsnaturalreason,therearetwomainreasonswhichmadethewasteandextensivepatternofwaterresource,oneisthewaterresourcefeehasnotbeeneffectivelylevied;theotheroneiswehavenotbuiltupthewhol
4、esomecompensationfundsandefficientlycompensationmethodofwaterresource.Thesustainableexploitationanddevelopmentofwaterresourcedependonbuildingupthescientificandreasonablecompensationmechanismsofwaterresource.Tobuildupthecompensationmechanismsofwaterresource,onehandweca
5、nrestrainthelossofwaterresourceresultingfromtheimproperutilizationofwaterresourceandmitigatethetensionofwaterresourceshortage;theotherhandwecanraisefundsconservingwatersource、abatingthepollutiontoprotectthewaterresource,thatcancoordinatetheecological、socialandeconomic
6、development.Zhejiangisabigprovinceontheeconomicfront,butit’sasmallprovinceinthenaturalresource.Thereareonly1814cubicmetersquantityofwaterresourceperpersoninZhejiang,it’slessthantheaverageofthewholecountrywhichis2200cubicmetersperperson,atthesametimewearefacingtheoutst
7、andingproblemoftheseriouswaterpollutionandunevendistributionintime、spaceandregioninourprovince.Tosolvemanyproblemofwaterresource,thegovernmentofZhejiangprovincehasexpendedgreatefforttodeveloptheconstructionofwaterinfrastructure,andactivelyexploredevelopingwaterresourc
