2、stributiveformsofthepolicysubject,thepolicycharacteristics,institutionallogicofkeyuniversitiespolicyandreconstructitsprospectintheviewofnewinstitutionalism.Thethesispresentsthepointthatglobalfirst-classuniversitiespossessnecessarilystrategicstatusinthenationaldevelopmentandrejuvenationinthebac

3、kgroundofknowledge-orientatedeconomyandglobalization.Therefore,ithasstrategicsignificancetoposekeyuniversitiespolicyforthehigher-education-developingcountriestocatchupwiththehigher-education-developedones.Thethesisputsforwardthepolicy-employment’sexperienceandlessonsofKorea,JapanandGermanybydo

4、ingcomparativecasesanalysisoftheirkeyuniversitiespolicies’concretcontentsandprocesses.ThethesisposesthatthedevelopmentofChinesekeyuniversitiespolicyisadynamicallyevolutioncourse.Thepolicies’characteristiccriteriacanberoughlyclassifiedintofourstages,i.e.“thoroughlearningtowardsSoviet”stage,“Enh

5、anceeducationalquality”stage,“Integralconstruction”stageand“Createfirst-classuniversities”stage.TheauthorpointsoutthatChinesekeyuniversitiespolicyisthelegacyofplannedeconomybyanalysingthecharacteristicsofeachstage.Inordertomeetthepreservednational&governmentaldemands,itkeepsgovernment’sleading
