2、eduresthatwouldallowittocarryoutitsmission:toproduceandmanageforeignmilitaryintelligencefortheDepartmentofDefense.SuchsupportwasessentialatatimewhentheUnitedStateswasstillsolidifyingitssuperpowerstatusandfacingideologicalchallengesaswellasthreatstonationalsecurity.Whenhebecamedirector,Gen
3、eralCarrollbecamethepremiermilitaryintelligenceofficial,reportingdirectlytotheSecretaryofDefense.HisjobwastoconsolidatemostofthepreviouslyseparateintelligenceactivitiesoftheArmy,Navy,andAirForce,andrenderintelligencesupporttotheOfficeoftheSecretaryofDefense,theJointChiefsofStaff,themilita
4、ryservices,andthemilitaryforces,aswellasotherpolicymakingagencies.TheprincipalobjectivesinestablishingaDefenseIntelligenceAgencyweretoobtainunityofeffortamongallcomponentsoftheDoDindevelopingmilitaryintelligenceandtostrengthentheoverallcapacityoftheDoDforthecollection,production,anddissem
5、inationofintelligenceinformation.Otherobjectivesincludedensuringamoreefficientallocationofscarceintelligenceresources,moreeffectivemanagementofallDoDintelligenceactivities,andtheeliminationofallduplicatefacilities,organizations,andtasks.AtransferofintelligencefunctionsandresourcesfromtheS
6、erviceswascompletedonatime-phasedbasistoavoiddegradingtheeffectivenessofdefenseintelligenceduringthetransition.Establishingtheorganizationwithoutcompromisingeffectivenesswasessentialduringthattimeofcontinuingcrises.Duringthesummerof1961,whenDIAwasstillintheplanningstage,theSovietUnionstok
7、edafireintheColdWarbybuildingawalltopartitionBerlin.ThisfedintothegrowinghostilitygeneratedbyboththeUSandUSSR:theSovietshoot-downofaU-2reconnaissanceaircraftin1960,andtheill-fated,US-backedBayofPigsinvasioninCubainthespringof1961.Thishostilityalsoshoweditselfintherh
