2、域观生态观和历史观并注重实施策略和政策设计的研究要有效地发挥总体规划的作用事先必须建立一个具有整体性层次性以及形式与内容相统一的城市规划编制体系明确总体规划在这一体系中的层次与内容本文在分析国外城市规划编制体系的特点及优势的基础上结合我国现行的城市发展水平与规划编制体系现状提出建立以战略结构规划总体规划控制规划详细规划为基本系列的规划编制体系并简化和深化总体规划的编制内容本文接着以青岛城阳区的出口加工区产业配套区的规划为例重点探讨了建立互动的总体规划的编制步骤改革传统的城市功能定位和规模确定的方法建立弹性的动态的城市技术指标评价体系以及加强总体规划的时序性重点是完善近
