2、创建于计划经济时期的城市总体规划编制体系已难以适应新世纪我国城市快速发展的需要文章以中国社会经济发展的大背景为切入点回顾了西方发达国家城市规划体系发展的历程试图从中找寻中国城市总体规划体系发展之方向简述了近年来国内发达地区城市规划实践的新尝试试图从中探求我国城市总体规划发展的新趋势不再满足于城市总体规划的终极蓝图效应而是追求可操作可实施可管理的城市总体规划本研究将为实现我国城市总体规划编制的科学化合理化探寻一套较为系统全面的操作方法同时也为建立适合我国国情的城市规划编制体系框架提供一定的参考关键词城市总体规划编制体系框架编制内容
