2、确规定并加以严格保护农户的相关农地权益，从而保障农户的权益不因外界因素影响而受到侵害。现如今农村农地流转权益保障问题已经成为农地流转的一种重要影响因素，权益保障问题是否得到解决直接影响到农户对于农地流转的积极性以及农地流转所形成的规模大小。本文对于辉县市部分村镇以及街道的350户样本进行走访调研，从多角度分析农户农地流转的相关问题并得出如下结论：第一，辉县市部分乡镇的农户在农地流转的过程中还不能享有完整的农地承包经营权、充分的农地流转处置权和合理的农地流转收益权。第二，部分农户对于农地流转的权益认知较少导致矛盾冲突。对于农

3、地流转价格的相应政策不完善、土地承包经营权在农户确权方面不能及时地发放以及所对应的农地流转相关机制不是很完善，这些因素都影响着辉县市参与农地流转的农户个人权益保障。第三通过对于农地流转制度的相应完善、对农户农地流转的形式进行改革创新、对于农户农地流转相关机制进行规模化构造、加快建设农地流转市场以及规范流转中的政府行为，从根本上对于参与农地流转的农户的个人权益进行相应保障。关键词：农户农地流转；农地权益；农地产权制度I河南财经政法大学硕士学位论文AbstractNowadaysduetotheconstantdevelopm
