2、81,P.R.ChinaMay,2015摘要在我国“十二五”合理规划下，高速公路事业得到飞速发展。由于高速公路运营具有大投入、长周期、高风险等特征，因此高速公路管理研究具有特别重要的意义。又由于现阶段高速公路运营绝大多数遵循部门预算模式，因此针对高速公路的管理研究，部门预算应是恰当的切入点。从现实情况看，高速公路部门预算普遍存在预算松弛现象，部门预算实施效果难以准确衡量；从研究现状看，针对高速公路部门预算的研究大多集中于预算法律制度和预算流程设计，而缺乏对部门预算控制机制的研究。为有效弥补预算控制机制的短板，进而解决高速公路部门实际中出现的问题，高速公路部门
3、预算亟待引入绩效评价的理念和模型去构建控制机制。本文首先从部门预算和绩效评价理论入手，构建高速公路部门预算绩效评价的理论框架。在详细分析目前高速公路预算绩效评价的现状及存在问题后，利用德尔菲法和层次分析法，有针对性地构建了一套预算绩效评价的整体方案。最后，利用湖北省高速公路预算绩效评价的案例进行了模型测算和结果分析。本文研究不仅从理论上丰富了部门预算绩效评价的相关模型检验和结果分析，拓展了绩效评价应用的行业范围，从应用价值上有助于强化对部门预算的有效控制，进而提高财政资金的使用效率。关键词：高速公路；部门预算；绩效评价IAbstractUndertheTwe
