3、portingthefisheryproductionandpromotethedevelopmentofthefishery.Butatthesametime,thereisgrowingdeletionofthenaturalresourcesamongthewholeworldthathasbeengettingageneralconcernineachcountry.Thetriggerfactorsofthedeletionofthefisheryresourceinadditiontothedefec
4、tivefisheryadministrativesystemandfisherysubsidypolicyisalsoanimportantinducement.Thedeletionofthefisheryresource,thedefectivefisheryadministrativesystemandtheoilpricerisewillcomeintobeingseriousnegativeimpactontheincomeornormallifeofthefishermen.So,thefisher
5、ysubsidypolicyplaysanimportantandnecessaryroleonthedevelopmentofthefisheryandthesupportofthelifeaboutthefishermen.However,thestructureofthefisherysubsidypolicyisnotscientificandreasonable,intheimplementationprocessappearsdifferentproblemseventherehasconflicti
6、ngsituationsbetweenpolicies,thesephenomenonsimpactthequalityoflifeofthefishermen,theprotectionoftheecologicalenvironmentandthesustainabledevelopmentofthefisheryresources.Intheoreticalstudy,existingsomeproblemssuchastheresearchstartslate,theresearchachievement
