2、发展实现各港口间的优势互补、共同发展的新格局。所谓联动，是指在一定的地域范围内，各港口打破行政区划界限，根据港口资源的内在关联性和地理空间的邻近性，进行区域间联合与协作，通过“市场共享”和“资源共享”，以及港口服务上的差异化开发所形成的整合优势，共同参与竞争，进而增强区域港口整体的吸引力、竞争力，实现各港口的可持续协调发展和共迸多赢。实质上，联动模式是区域合作的一种方式。本文首先是通过对洋山港及周边港口的现状和发展趋势分析后提出了洋山港联动发展的概念，然后对其必要性进行分析，进一步明确了洋山港的联动范围；以半径为尺度划分三个范围，分别研究小半径(与江浙港口)、
