2、议题之一。但是目前我国对于公交服务质量的研究基本上处于建立概念体系阶段，停留在管理层面，未能从技术角度出发专门地研究公交服务质量形成的内在机理，也未形成公交服务质量保障技术体系。什么是公交服务质量、什么是高质量的公交服务、如何对公交服务质量进行度量与评价等问题是一个必须面临的课题。本文在构建公交服务水平评价结构体系的基础上，分析了公交服务质量的内涵、质量因素及其度量方法与标准，定义了公交服务可靠性的概念与其度量指标，建立系统效能模型对服务可靠性进行综合评价，提出0D对之间公交服务可靠性的评价方法。最后通过实例分析对
