1、摘要青岛市新型农村合作医疗制度自2003年试点以来已经实施了十年，随着新型农村合作医疗制度的逐步完善，农村医疗保障机制已经初步建立，农民受益程度不断增大，医疗负担得到减轻。然而，在新型农村合作医疗制度取得一定成效的背后也暴露出很多问题，如：农村基础卫生资源分布不均匀，农民实际补偿水平较低，补偿措施不到位，农民知晓率不高等等。因此，如何有效、客观、科学的评价新型农村合作医疗制度成为当前一项重要的课题。首先对国内外国民医疗保险制度运行情况、评价体系和相关评价方法进行综述，并着重梳理国内对新型农村合作医疗制度的运行情况和评价体系的相关研究。其次

2、对青岛市基本医疗卫生资源情况进行简单介绍，在此基础上，分别从基础医疗卫生资源分布情况、基金筹集情况、参合情况、基金使用情况、农民受益情况以及参合满意度等六个方面对青岛市新型农村合作医疗制度运行情况进行分析，剖析青岛市新型农村合作医疗制度实施过程中存在的经验和不足。然后，在参考已有研究成果的基础上，结合青岛市的实际情况，研究建立青岛市新型农村合作医疗制度运行效果评价指标体系，并分别利用主成分分析法和层次分析法对青岛市8区市2012年新型农村合作医疗制度运行效果评价进行实证研究，并提出进一步完善新型农村合作医疗制度的对策和建议。关键词：新型农
