2、合作制度实施以来，其发展也经历了一个逐步完善和推进的过程，在此进程中的经验和教训值得深思与研讨。本文旨在通过数据统计和走访调查对J市“新农合”实施以来所取得的成就进行定性和定量分析，对新农合从社会经济发展状况、卫生医疗机构状况、筹资情况、基金运行情况四个方面选取16个指标构建了三级绩效评价体系进行有效的绩效评价，为我国社会保障体系的改革和建设提供有效的建议与参考，努力完善筹资机制，提高合作医疗保障水平，健全管理体系，提高合作医疗运行水平加大投入，改善基层医疗卫生条件，建立省外就医报销制度使新型农村合作医疗制度有更进一步的发展和提高。关键词：新
