2、发展都起着至关重要的作用。自新型农村医疗合作制度实施以来，其发展也经历了一个逐步完善和推进的过程，在此进程中的经验和教训值得深思与研讨。本文旨在通过数据统计和走访调查对J市“新农合”实施以来所取得的成就进行定性和定量分析，对新农合从社会经济发展状况、卫生医疗机构状况、筹资情况、基金运行情况四个方面选取16个指标构建了三级绩效评价体系进行有效的绩效评价，为我国社会保障体系的改革和建设提供有效的建议与参考，努力完善筹资机制，提高合作医疗保障水平，健全管理体系，提高合作医疗运行水平加大投入，改善基层医疗卫生条
