5、theimportantadditionalissueofcompetitionbetweenjurisdictionsisleftlargelyuntouched.WhilstincentivescompetitionmayinsomecasescontributetoefficiencyintheallocationofFDI,thereareimportantrisksthatthesebenefitscomeatanexcessivecosttotheinternationalcommunityatlarge.TheGuidingPrinciplesforPoliciest
