1、中文摘要《预算法》是我国财政法律体系中最重要的基础法，是以预算法律关系为调整对象的，用以优化财政资源配置，增强国家经济宏观调控的最基本的杠杆，也是公民限制和约束政府滥用财政职权的法律手段。预算法白实施以来，距今已有近20年，随着我国经济环境的不断变化，预算法已经不能很好的适应当前的经济形势和国家经济调控的方式。本文拟通过对预算法基础理论及其价值的探讨，结合外国优良的预算管理制度，在预算编制、审批、执行、监督和法律责任方面进行分析，并结合当前的立法现状和经济制度，在预算立法方面提出建议，希望对完善我国的财政法律体系有所帮助。关键词：预算：预算编制；
