2、趋势。因此，本文尝试对城市流浪乞讨人员的救助工作引入社会工作的方法，以帮助流浪乞讨者摆脱流浪生活，减少城市流浪乞讨者数量，促进社会和谐发展。本研究立足社会工作的“人在情境中”理论、“程序指引”理论和“优势视角”理论的视角，旨在通过个案社会工作方法和小组社会工作方法对城市流浪乞讨人员提供帮助和疏导。在救助过程中，首先对城市流浪乞讨者采用无结构深度访谈的研究方法，了解案主的基本情况与自身需求，然后根据案主情况分别采用个案工作方法或小组工作方法进行救助。通过发掘案主的自身资源与优势，鼓励案主自决，使城市流浪者获得基

3、本生活、心理和社会再融入方面的帮助。本研究认为：目前对城市流浪乞讨人员进行社会工作救助还存在很多问题与困难：一是传统救助求助观念的影响；二是缺乏专业化和非官方的社会工作机构；三是社会工作者的身份没得到社会广泛认同；四是救助资源缺乏难以切实解决案主困难。要解决这些困难，一方面需要政府着力推动民间社会工作机构的发展，提高社会工作者的社会认同感，解决社会对社会工作者的供求矛盾；另一方面还离不开社会工作理论本土化的发展与社会工作者实践水平的不断提高。关键词：社会工作；城市流浪乞讨者；个案工作方法；小组工作方法Abst
