1、摘要长期以来，我国对突发公共卫生事件的研究，重点研究突发事件，忽略了信息发布。突发公共卫生事件信息的发布只是单方面的投放，公众只是被动的受众，不能参与其中，容易导致信息需要与供给的不对称，影响事件的有效处置。本论文提出建立应急风险沟通，将卫生行政部门及其管理的医疗卫生机构、媒体、公众三者结合起来研究，使沟通更加有效，事件真相能及时、准确发布，公众的疑惑能得到有效解答，相关的疾病防护知识能得到有效宣传，从而使突发公共卫生事件得到妥善处置。本论文客观地分析突发公共卫生事件风险沟通，结合近年来我国突发公共卫生事件，主要集中分析甲流感疫情、麻疹疫苗接种不良反应事件处置等
